The mission of CEPEX is to contribute to Rwanda's development through offering top range project and program support services to the government ministries, institutions, departments and project/program implementation units.
The support services that CEPEX provides include program and project management, project implementation support,project monitoring and evaluation,supervision,and advisory services,including capacity building in those competencies.

There has been restructuring of Public service institutions to enable them to better deliver theri mandates. CEPEX's has been given a more narrow and focused mission so as to better contribute to Rwanda's development.

With the new organizational structure of MINECOFIN,some activities that have been performed by CEPEX have moved to  the ministry of Finance and Economic Planning MINECOFIN. These include :

  1. Public Investment Program-PIP
  2. External Finance coordination
  3. Preparation of the development budget

In essence,this means that CEPEX will purely deal with project issues including :offering technical support services to government ministries and institutions in projects preparation and appraisal, negotiations, implementations, monitoring and evaluation. CEPEX has been restructured into a special unit  in charge of national projects management under MINECOFIN.

THE NEW MISSION
The Special Unit new mission is to contribute to Rwanda's development through offering project and program support services to the government ministries, institutions, departments and projects/program implementation units.

The support services of the special unit will provide include program and project management, project implementation support, project monitoring and evalution, supervision, and  advisory services, including capacity building in those competencies. The responsabilty of project or program design, appraisal, implementation and monitoring and evaluation rests with the ministries and their relevant departments. The special unit will only come in as a third party bringing in expertise and skills for better results.

Project monitoring and evaluation and turning around non-performing projects cannot be efficiently done by an insider in the ministry or a project implementation unit. This job can be well done by a third party but who is competent. Project and program monitoring and evaluation is an area where the special unit will be very instrumental. The core business of the special unit will be to offer quality project and program support services in the entire project/program cycle. Quality prooject/program preparation, Project.program monitoring and evaluation is a major component of special of special unit's core business.
