To contribute to democratization, Poverty reduction and peace promotion by sustaining decentralization activities in the Districts of the western Province with focus on Karongi, Rutsiro, Nyamasheke and Rusizi Districts
To promote the rule of law and strengthen the performance capacities of local authorities and of the Common Development Fund with the participation of the Civil Society
To contribute to reconciliation through the social and economic initiatives
To contribute to the institutional development in Gakenke District in respect with good governance principles
Contribution to consolidating peace and stability in the Great Lakes Region, (especially in Rwanda and DRC) and foster national Unity within Rwanda through the completion of the DDR process for the remaining Rwandan Armed Groups and the further reduction in size of the Rwandan Defense Forces
Contribution to Rwanda’s long term goal for decentralization through the empowerment and improved accountability of local governments and communities
